National Evaluation & Field Coordination Expert – Education Programme

About the role

The Sustainable Research and Development Center is seeking a qualified Iraqi National Evaluation and Field Coordination Expert to support a mid‑term evaluation of a major education programme in Iraq. The expert will help adapt the evaluation design to the local context, coordinate field data collection, and engage key stakeholders throughout the process.

Key responsibilities

• Assist the evaluation team in contextualising methodology for the Iraqi education sector.
• Develop stakeholder maps, sampling designs, and fieldwork plans.
• Coordinate data collection with ministries, schools, teachers, CSOs, parents and communities.
• Conduct or support KIIs, focus groups, remote surveys and field observations.
• Facilitate communication between national and sub‑national stakeholders.
• Support training, supervision and quality assurance of field teams.
• Contribute to data cleaning, coding, analysis, triangulation and synthesis of findings.
• Prepare fieldwork updates, preliminary findings and validation materials.
• Identify bottlenecks, good practices and recommendations while ensuring ethical standards.

Required profile

• Bachelor’s degree in education, social sciences, development studies, public administration, statistics, evaluation or related field (Master’s preferred).
• Minimum 6 years of experience in evaluation, research, monitoring or education programme assessments.
• Strong knowledge of the Iraqi education system and its key actors.
• Proven experience with both qualitative and quantitative data collection methods.
• Demonstrated ability to coordinate fieldwork and engage diplomatically with government and civil‑society partners.

• Qualitative and quantitative data collection (KIIs, FGDs, surveys, observations).
• Data cleaning, coding and basic analysis.
• Stakeholder mapping and sampling design.
• Facilitation and coordination of multi‑stakeholder engagements.
