About the role

The Sustainable Research and Development Center is seeking a qualified National Education and Evaluation Expert to join a mid‑term evaluation team for a large education system‑strengthening programme in Iraq. The expert will contribute to the design, data collection, analysis and reporting of the evaluation, focusing on equitable quality education, teaching and learning, school governance and inclusion across Federal Iraq and the Kurdistan Region.

Key responsibilities

  • Support evaluation design, stakeholder mapping, evaluation matrix and sampling approach.
  • Review education policies, strategies, programme documents, monitoring data and EMIS‑related materials.
  • Provide technical input on school governance, education planning, teacher professional development, learning outcomes and institutional capacity.
  • Design and adapt qualitative and quantitative data collection tools.
  • Lead or support key informant interviews, focus groups, surveys and field observations with education stakeholders.
  • Facilitate communication with education authorities, GDoEs, schools, teacher training institutions and CSOs.
  • Analyse findings with attention to equity, gender, disability inclusion and vulnerable groups.
  • Prepare presentations, preliminary findings, recommendations and sections of the final report.
  • Support validation workshops, sense‑making sessions and recommendation co‑creation processes while ensuring ethical standards.

Required profile

  • Master’s degree in education, social sciences, public management, development studies or a related field.
  • At least 6 years of experience in education systems, research, evaluation, policy analysis or programme assessment.
  • Strong knowledge of the Iraqi education sector, including Federal Iraq and/or the Kurdistan Region.
  • Demonstrated expertise in one or more areas such as school governance, education planning, EMIS, teacher professional development, learning assessment, inclusive education or education finance.
