Project Manager - EPC / Oil & Gas

About the role

Basrah Mas Company, a Basra-based general contractor delivering civil, industrial and EPC projects, is expanding its EPC portfolio and is looking for an experienced Project Manager to lead a major project from mobilization to final handover. Reporting to the Project Director, you will own the safe, on-time, technically compliant and commercially successful delivery of the project, leading engineering, procurement, construction, planning, cost control, quality, HSE, subcontractors and handover.

Key responsibilities

• Lead the project from mobilization through execution, completion and handover, set up the project organization, reporting and communication procedures, and act as the main representative to the client, consultant and stakeholders
• Coordinate engineering, procurement, construction, testing and commissioning, and manage subcontractors, suppliers and specialist service providers
• Review and approve baseline programs, set weekly and monthly targets, track progress, identify critical activities and drive recovery plans
• Build the detailed project budget from the BOQ, program and procurement strategy, set up cost codes and controls, and produce monthly cost reports, estimates at completion, cost-to-complete and cash-flow forecasts
• Protect project margin by flagging overruns early, evaluating variations and claims, and ensuring no extra work proceeds without authorization
• Drive timely submittals, method statements, inspection plans and RFI closure, and track long-lead items
• Implement the project quality and HSE plans, ensure risk assessments, permits, toolbox talks and lifting plans are in place, close out NCRs and incidents, and deliver as-builts and final quality dossiers
• Manage contract scope, exclusions, payment terms and obligations, lead measurement, certification and monthly invoicing, and maintain records for variations, claims and extension-of-time requests
• Lead, develop and evaluate a multidisciplinary project team, define staffing needs and coordinate recruitment and mobilization

Required profile

• Bachelor's degree in Civil Engineering from a recognized university
• 15+ years of construction experience, including 5+ years as a Project Manager or in an equivalent senior role
• Proven delivery of major civil, infrastructure, industrial, EPC or oil and gas projects safely, on schedule, within budget and to quality requirements
• Experience leading multidisciplinary and multicultural teams, with strong leadership, negotiation and stakeholder-management skills
• Excellent written and spoken English
• Preferred: postgraduate qualification in Construction Management or Project Management, PMP or equivalent certification, professional engineering registration, experience with international clients, and working knowledge of ISO 9001, 14001 and 45001

Required skills

• Hands-on experience preparing and controlling project budgets
• Proficiency in MS Office and planning software such as Primavera P6 or MS Project
