National Project Coordinator – TVET and Skills to Job transition

About the role

The National Project Coordinator will ensure high‑quality, compliant implementation of the MASAR project in Iraq, coordinating teams, partners and activities across multiple governorates to achieve the project’s objectives.

Key responsibilities

• Coordinate day‑to‑day implementation of MASAR activities across target governorates, TVET providers, employers, consultants and service providers.
• Translate the approved project strategy and workplan into detailed country‑level implementation plans, schedules and operational priorities.
• Guide and coordinate the national project team, ensuring clear task allocation, timely follow‑up and quality delivery.
• Maintain regular engagement with ministries, governorate authorities, TVET institutions, employers and sector associations.
• Lead operational planning, including budgeting, procurement, consultant mobilisation and risk tracking.
• Monitor delivery standards, technical relevance and partner performance, and propose corrective actions as needed.
• Coordinate field missions, stakeholder consultations, workshops, trainings and pilot implementations.
• Consolidate implementation updates, evidence, risk information and lessons learned for reporting.

Required profile

• Advanced university degree (Master’s) in international development, economics, education or related field (or equivalent experience).
• Minimum five years of experience in project or programme management, preferably in TVET, skills development or employment programmes.
• Experience coordinating project teams, working with government institutions, training providers and private‑sector stakeholders.
• Knowledge of demand‑driven skills development, TVET provider strengthening and work‑based learning approaches.
• Ability to apply results‑based management, maintain risk registers and prepare implementation reports.
• Familiarity with Iraq’s TVET system, labour market and public‑private coordination arrangements is desirable.
