Deputy Representative Operations

About the role

The Deputy Representative Operations supports the UNICEF Representative in Baghdad as a strategic business partner, leading the office’s operational functions. This senior position contributes to the delivery of UNICEF’s country programme, ensuring efficient service delivery, risk‑informed decision‑making, and alignment with national priorities.

Key responsibilities

• Lead and coordinate all operational activities across the UNICEF Iraq Country Office, including finance, procurement, logistics, and human resources.
• Chair the Operations Management Team (OMT) and work closely with UN partners and Iraqi government agencies.
• Provide risk‑informed analysis, advice, and solutions to support programme implementation.
• Strengthen systems, public finance mechanisms, and institutional capacity for child‑focused services.
• Represent UNICEF in inter‑agency operational forums and ensure compliance with UN policies.

Required profile

• Senior professional with experience in large‑scale operations management, preferably within the UN system or international development.
• Demonstrated ability to lead cross‑functional teams and drive change in complex environments.
• Strong understanding of public finance, procurement, and logistics in a development context.
• Excellent analytical and advisory skills, with a focus on risk management.
