Chief Planning, Monitoring & Evaluation (Fixed‑Term) – Baghdad

About the role

UNICEF is seeking a senior professional to lead planning, monitoring, evaluation and reporting for its Country Programme in Baghdad. The role will support child‑rights monitoring, ensure data quality and contribute to strategic decision‑making in a complex humanitarian environment.

Key responsibilities

• Coordinate the planning, monitoring, evaluation and reporting functions for the UNICEF Country Programme.
• Provide reliable information on children’s and women’s rights, programme performance, relevance, efficiency, effectiveness and sustainability.
• Develop and maintain strategic work‑plans that address key child‑rights deprivations with a gender lens.
• Support UN Country Team goals on SDG monitoring and reporting.
• Design and implement M&E tools that facilitate partnership between UN agencies, government and civil society.
• Build national capacity for child‑rights monitoring, M&E and research, ensuring stakeholder participation.
• Oversee evaluation activities, including strategic evaluations of UNICEF cooperation in Iraq.

Required profile

• Proven experience in planning, monitoring, evaluation and reporting in international development or humanitarian settings.
• Strong understanding of child‑rights frameworks, gender‑responsive approaches and UN system processes.
• Experience working with government, NGOs and UN partners to build M&E capacity.
• Ability to produce high‑quality analytical reports and briefings for senior decision‑makers.
