Technical Program Manager & Senior Embedded Mentor – Baghdad

About the role

The Department of State’s Bureau of Counterterrorism seeks a Technical Program Manager/Senior Embedded Mentor to lead on‑site C‑UAS and UAS surveillance activities in Baghdad. You will serve as the primary liaison with CT and the U.S. Mission in Iraq, guiding program execution and capacity‑building for Iraqi security forces.

Key responsibilities

• Provide overall technical and operational leadership for C‑UAS and UAS surveillance program activities.
• Act as the main point of contact with CT and USMI for scheduling, coordination, and reporting.
• Lead, train, and supervise senior and junior embedded mentors, ensuring quality and compliance.
• Develop, refine, and deliver training curricula and mentor‑training frameworks.
• Coordinate with Iraqi government counterparts and monitor progress against milestones.
• Identify operational or security risks and implement mitigation measures.
• Prepare regular technical briefings and written reports for stakeholders.
• Ensure compliance with vetting, export control, and cooperative agreement requirements.

Required profile

• Senior‑level technical program management and field leadership experience.
• Demonstrated expertise in C‑UAS, air domain awareness, or UAS surveillance operations.
• Experience delivering classroom and field training in austere or high‑risk environments.
• Proven ability to mentor and supervise technical personnel.
• Strong stakeholder engagement skills with government and military partners.
