Procurement Manager

About the role

Basrah Mas Company is looking for an experienced Procurement Manager to lead all procurement and contracting activities for its Oil & Gas Division. The role ensures that materials, equipment, and services are sourced efficiently, cost‑effectively, and in full compliance with quality, HSE, API and ISO standards.

Key responsibilities

• Develop and implement company‑wide procurement strategies, policies and systems.
• Maintain compliance with API, ISO, HSE and internal quality standards across all purchasing processes.
• Manage supplier qualification, performance evaluation, and regular AVL updates.
• Conduct vendor assessments and audits before approval or engagement.
• Lead RFQ/tendering, bid evaluation and contract negotiations to secure best value.
• Oversee purchasing, expediting, import/export and customs operations.
• Coordinate with engineering, finance and operations to align procurement plans with technical, schedule and budget requirements.
• Monitor supplier KPIs, implement corrective actions and mitigate supply‑chain risks.
• Lead, mentor and develop the Procurement and Supply Chain team.
• Perform market analysis, benchmarking and cost‑saving studies.
• Prepare performance reports, cost analyses and risk assessments for senior management.

Required profile

• Bachelor’s degree in Supply Chain Management, Engineering or Business Administration.
• Professional certifications such as CIPS, CPSM or PMP (preferred).
• Minimum 10 years of procurement and contracts management experience in Oil & Gas or industrial services.
• At least 5 years in a managerial role overseeing multi‑project or corporate‑level procurement.
• Proven expertise in vendor qualification, supplier audits and API/ISO compliance.
• Strong understanding of international trade, logistics and customs procedures.
