Social Policy Consultant – Cash Plus Pilot Coordination

About the role

UNICEF is seeking a National Consultant to coordinate the Cash Plus Pilot in Al Muthanna, Iraq. The consultant will support the implementation of the “Child Plus Benefit” cash assistance programme, ensuring alignment with UNICEF’s social policy standards and collaborating with multiple stakeholders.

Key responsibilities

• Prepare, update, and monitor the implementation workplan for the Child Plus Benefit.
• Develop process flows and standard operating procedures (SOP) for cash payments, including timelines.
• Ensure smooth implementation of the benefit in collaboration with internal and external partners.
• Monitor planning, tracking, and payment processes to beneficiaries, adhering to SOPs and safety measures.
• Liaise with health, child protection, social‑behavior change teams and local authorities (DoLSA, DoH).
• Organise and facilitate working groups, task forces, and cash assistance committees.
• Support field teams in beneficiary identification and selection.
• Coordinate missions for external partners, including trainings and data collection for baseline and end‑line assessments.

Required profile

• Advanced university degree (Master’s) in Economics, Public Policy, Social Sciences, International Relations, Political Science or a related field; a Bachelor’s with additional experience may be considered.
• Relevant professional experience in cash‑based assistance, social policy, or humanitarian programmes.
• Strong analytical and coordination skills.

Required skills

• Experience developing SOPs and process documentation.
• Knowledge of cash transfer mechanisms and beneficiary management.
• Ability to work with multi‑sectoral teams and external partners.
