International Consultant - Iraq National Migration Profile

About the role

IOM is inviting applications from international consultants only to develop the Iraq National Migration Profile, a government-owned analytical and policy tool. The consultant acts as lead researcher and writer, supported by IOM, which coordinates engagement with Iraqi government institutions, the Kurdistan Regional Government, UN agencies, academia and civil society. The position is based in Baghdad with frequent travel.

Key responsibilities

• Consolidate migration data, evidence and analysis into a single national reference document
• Map migration stakeholders, institutional arrangements and data systems
• Compile, analyse and validate quantitative and qualitative data from official sources
• Identify data and governance gaps and formulate practical recommendations
• Design and deliver capacity development tools and training sessions to help maintain and update the Profile

Expected deliverables and timeline

• Inception workshop and report within one month
• Mapping of institutions, databases, indicators and administrative systems by end of month 2
• Data collection and compilation by end of month 3
• Training materials, sessions and report by end of month 4
• Preliminary analysis and statistical tables by end of month 5
• First draft of the Migration Profile by end of month 6
• Revised draft after technical consultation by end of month 7
• National validation workshop and final Profile by end of month 8
