Finance and Operations Officer - South Iraq

About the role

Tearfund is seeking a Finance and Operations Officer to support its programmes in South Iraq. Based in Basra, you will provide finance, operational, administrative and coordination support to the organisation’s humanitarian activities under the line management of the Iraq Finance Manager.

Key responsibilities

• Manage accounting functions, treasury, cashbooks, petty cash and payroll for programmes in Iraq.
• Ensure compliance with finance, admin and HR policies and procedures.
• Oversee procurement and logistics processes, including vendor management and supply chain coordination.
• Engage with government authorities and other stakeholders at various levels.
• Conduct security awareness and risk analysis, recommending appropriate actions.
• Provide regular financial analysis and reporting to programme teams.
• Travel frequently across Kurdistan, Federal Iraq and occasional trips abroad (60‑65% travel).

Required profile

• Degree or equivalent qualification in Finance, Administration or Logistics.
• Minimum 3 years of relevant experience in a similar role within an INGO.
• Proven experience in accounting, treasury management, cash handling and payroll.
• Experience with finance, admin, HR policies, procurement and logistics functions.
• Ability to work independently, build relationships with diverse stakeholders and adapt to changing environments.
• Fluent in spoken and written Arabic and good command of English.
• Valid passport/visa allowing residence and work in Iraq.

Required skills

• Strong organisational and prioritisation abilities.
• Advanced financial analysis capabilities.
• Excellent IT proficiency, including Microsoft Office, databases and advanced Excel.
