Chief Planning, Monitoring & Evaluation – Fixed Term, Baghdad

About the role

UNICEF is seeking a senior professional to lead planning, monitoring, evaluation and reporting for its Country Programme in Iraq. The role will support child‑rights monitoring, ensure data quality and contribute to strategic work‑plans that address key deprivations with a gender lens.

Key responsibilities

• Coordinate the planning, monitoring, evaluation and reporting functions for the UNICEF Country Programme.
• Provide reliable information on children’s and women’s rights, programme performance, and emergency coverage.
• Develop and oversee strategic work‑plans that address child‑rights deprivations and system bottlenecks.
• Support UN Country Team goals on SDG tracking and UN‑supported programme performance.
• Establish M&E tools that enhance partnership with government, UN agencies and civil society.
• Build national capacity for child‑rights monitoring, M&E and research, ensuring stakeholder participation.
• Oversee evaluation activities, build national evaluation capacity and conduct strategic evaluations of UNICEF cooperation in Iraq.

Required profile

• Extensive experience in planning, monitoring, evaluation and reporting in humanitarian or development contexts.
• Proven ability to work with UN agencies, government bodies and civil‑society partners.
• Strong understanding of child‑rights frameworks, gender‑responsive approaches and SDG monitoring.
• Senior‑level expertise, capable of providing strategic oversight and capacity‑building.
