International Consultant - TVET Coordinator

About the role

UNESCO is seeking an International Consultant to coordinate Technical Vocational Education and Training (TVET) activities within the third phase of the “Reviving Mosul and Basrah Old Cities” project. The consultant will support the design and implementation of capacity‑building programmes that link heritage restoration with youth employment across Iraq.

Key responsibilities

• Lead the development of TVET curricula and training modules that address heritage preservation, cultural entrepreneurship and related technical skills.
• Facilitate workshops and mentoring sessions for public officials, community representatives, academic institutions and private sector partners in Baghdad, Mosul and Basrah.
• Assist local authorities in drafting policy frameworks and institutional guidelines for sustainable urban heritage recovery.
• Monitor and evaluate the impact of TVET interventions on youth employment and cultural sector growth.
• Prepare technical reports, progress notes and recommendations for UNESCO and EU funders.

Required profile

• Advanced university degree in education, heritage management, urban planning or a related field.
• Proven experience in designing and delivering TVET programmes, preferably in post‑conflict or cultural‑heritage contexts.
• Demonstrated ability to work with diverse stakeholders, including government agencies, NGOs and private enterprises.
• Fluency in English; knowledge of Arabic is an asset.
