International Consultant – Final Project Evaluation for TVET II

About the role
The International Consultant will lead the final evaluation of the TVET II programme, a €5.852 million initiative supported by the European Commission and implemented by the Iraqi Ministries of Education and Higher Education with UNESCO’s assistance. The assignment is based in Baghdad and runs for up to six months.
Key responsibilities
- Conduct a summative external evaluation covering the period 1 January 2021 – 31 December 2023.
- Assess programme performance, approaches, methods and achievement of objectives.
- Prepare an evaluation report for UNESCO, Iraqi education authorities and the donor.
- Present findings to key stakeholders and provide recommendations for future project design.
Required profile
- Relevant advanced degree in education, development studies, or a related field.
- Proven experience in external programme evaluation, preferably in technical and vocational education.
- Familiarity with EU‑funded education programmes and UNESCO evaluation standards.
- Ability to work independently in an international, multicultural environment.
