International Consultant – Competency Based Training & Assessment

About the role

The International Consultant will support UNESCO’s “Enhancing Employability for Vulnerable Youth in Ninawa, Iraq” project by providing expert guidance on competency‑based training (CBT) and competency‑based assessment (CBA) for three Centres of Vocational Excellence. Working remotely with regular missions to Iraq, the consultant will collaborate with the project team to design and deliver training that strengthens the capacity of TVET teachers and trainers.

Key responsibilities

• Provide expert advice on CBT and CBA to the three selected CoVEs.
• Support teachers and trainers in improving their knowledge and practice of CBT/CBA.
• Design and deliver orientation sessions on CBT pedagogy.
• Develop training materials including concept notes, agendas, presentations and assessment templates for up to 240 participants.
• Conduct a five‑day training programme (three days CBT, one day CBA, one day practice) alongside national trainers in Mosul.
• Collaborate with the Associate Project Officer and national consultant to ensure alignment with project objectives.

Required profile

• Proven experience as a TVET expert in competency‑based training and assessment.
• Strong background in designing and delivering adult learning programmes.
• Experience working in conflict‑affected or post‑conflict settings is an advantage.
• Excellent communication skills in English; knowledge of Arabic is a plus.
• Ability to work independently and travel frequently to Iraq.
