About the role
The UNICEF Country Office in Iraq seeks a senior specialist to lead planning, monitoring, evaluation and reporting for its country programme. Reporting to the Deputy Representative, Programmes, the role ensures that UNICEF has reliable data on children’s and women’s rights, programme performance and emergency response coverage.
Key responsibilities
- Coordinate the planning, monitoring, evaluation and reporting functions for the Country Programme.
- Ensure the availability of valid, reliable information on child and women’s rights and programme effectiveness.
- Develop strategic work plans that address key child‑rights deprivations with a gender lens.
- Support UN Country Team goals on SDG tracking and UN‑supported programme performance.
- Establish M&E tools that foster partnership between UNCT, government and civil society.
- Build national capacity for child‑rights monitoring, planning, M&E and research.
- Provide oversight for evaluation functions and conduct strategic evaluations of UNICEF cooperation in Iraq.
Required profile
- Extensive experience in programme planning, monitoring, evaluation and reporting, preferably in humanitarian or development contexts.
- Demonstrated ability to work with government, UN agencies and civil‑society partners.
- Strong understanding of child‑rights frameworks, gender‑responsive approaches and SDG monitoring.
- Proven capacity‑building experience at national level.
