Chief Planning, Monitoring & Evaluation (Fixed‑Term) – Baghdad

About the role

UNICEF is seeking a senior professional to lead planning, monitoring, evaluation and reporting for its Country Programme in Iraq. Reporting to the Deputy Representative, Programmes, the incumbent will ensure that reliable data on children’s and women’s rights informs programme design and implementation.

Key responsibilities

• Coordinate the development and implementation of the Country Programme workplan, integrating gender‑responsive indicators.
• Oversee situation monitoring, data collection and analysis to track progress on SDGs and UNICEF objectives.
• Design and manage monitoring and evaluation tools, ensuring alignment with UNCT and government reporting requirements.
• Support the establishment of national capacities for child‑rights monitoring, evaluation and research.
• Provide oversight for strategic evaluations of UNICEF cooperation in Iraq, including emergency response coverage.

Required profile

• Advanced degree in social sciences, development studies, public health or related field.
• Extensive experience in programme planning, monitoring and evaluation within humanitarian or development contexts.
• Demonstrated ability to work with government, UN agencies and civil‑society partners.
• Strong analytical skills and experience producing high‑quality reports for senior stakeholders.
