Senior Procurement Specialist – Projects

About the role

The Senior Procurement Specialist – Projects will lead procurement activities for construction and infrastructure projects in Erbil, supporting the Procurement Manager to ensure cost‑effective, compliant and timely delivery. The role works closely with Engineering, Projects, Finance and Legal teams to align procurement with project schedules and objectives.

Key responsibilities

• Lead and manage procurement for construction and infrastructure projects from planning through completion.
• Collaborate with Projects and Engineering to develop technical specifications, Bills of Quantities (BoQs) and tender documents.
• Manage tendering processes, including preparing RFQs/RFPs, coordinating bid evaluations and selecting suppliers/contractors.
• Ensure procurement activities align with project schedules, milestones and delivery requirements.
• Review, negotiate and finalize high‑value contracts and framework agreements.
• Support the Procurement Manager with procurement plans, forecasts and budget monitoring.
• Develop and maintain strong relationships with suppliers, contractors and service providers.
• Monitor contractor performance for compliance with contractual obligations, quality standards and timelines.
• Lead post‑award contract management, including change orders and variation analysis.
• Coordinate vendor pre‑qualification and maintain an updated supplier database.
• Ensure compliance with company policies, internal controls and audit requirements.
• Validate purchase orders, contracts and payment documentation for accuracy.
• Maintain organized procurement records for traceability and audit readiness.
• Assist in improving procurement procedures, templates, SOPs and workflows.
• Prepare procurement progress reports, risk assessments and KPI reports for management.
• Represent the Procurement Department in technical and commercial meetings as required.
• Provide guidance to procurement officers and supervisors handling project‑related procurement.

Required profile

• Bachelor’s degree in Engineering (Master’s degree preferred).
• Minimum 10 years of procurement experience.
• At least 5 years of experience in project or construction procurement.
• Fluency in English and Kurdish or Arabic.
