Purchasing Manager – Oil & Gas (EPCM)

About the role

KBR is seeking an experienced Purchasing Manager to lead procurement activities for EPCM oil & gas projects in Basra, Iraq. The role is site‑based, supporting both brownfield and greenfield executions and ensuring that materials, equipment, and services are acquired on schedule and within cost targets.

Key responsibilities

• Lead all purchasing processes for EPCM projects, including RFQs, bid evaluations, and purchase order issuance.
• Coordinate closely with Engineering, Construction, and Project Controls teams to align procurement with project milestones.
• Monitor expediting activities and manage logistics, warehousing, and site delivery to guarantee on‑time material availability.
• Develop and maintain approved vendor lists, conduct commercial negotiations, and enforce contract compliance.
• Track supplier performance on quality, delivery, and cost, and provide regular procurement status reports and risk mitigation plans.
• Ensure all procurement actions comply with KBR procedures, EPCM standards, and client requirements, maintaining audit‑ready documentation.
• Lead, mentor, and allocate work for Buyers, Expeditors, and Procurement Engineers, supporting recruitment and development of the site procurement team.

Required profile

• Bachelor’s degree in Engineering, Supply Chain, Business or a related discipline.
• 20+ years of experience in oil & gas procurement, with at least 5 years in a managerial role.
• Proven track record of managing large‑scale EPCM procurement programs.
• Strong knowledge of international procurement standards, ethics, and contract governance.
