Programme Officer – Technical Cooperation (Peacebuilding)

About the role

The International Organization for Migration (IOM) is seeking a Programme Officer (Technical Cooperation) to support security sector reform initiatives in Iraq. Working under the Chief of Mission and the Senior Programme Coordinator for the Peacebuilding and Stabilization Division, the officer will focus on community policing, border management and migration‑related capacity building.

Key responsibilities

• Oversee development, management and implementation of projects within the Community Policing and Community Engagement thematic area.
• Supervise and provide technical support to project and field staff, ensuring effective communication and transparent processes.
• Backstop budgetary, administrative and technical aspects of projects, coordinating closely with Support Services.
• Maintain relationships with the Ministry of Interior, border authorities and other relevant stakeholders in Baghdad.
• Regularly brief the Senior Programme Coordinator on project progress and emerging issues.

Required profile

• Experience in security sector reform, community policing or border management.
• Proven ability to strengthen trust and cooperation between law‑enforcement, civil society and communities.
• Familiarity with migration and border management contexts in Iraq.
• Capacity to supervise staff and manage project budgets in line with IOM regulations.
