National Finance Officer (IP Compliance)

About the role

The International Organization for Migration (IOM) seeks a National Finance Officer to lead the financial compliance and management of Implementing Partners (IPs) across the country. Reporting to the Chief of Mission and working closely with senior resource managers, the officer will ensure transparent, reliable, and accountable financial operations for all IPs.

Key responsibilities

• Participate in the review and selection of Implementing Partners, including systems, budget, and financial assessments.
• Represent the Resource Management Unit in Implementing Partner Selection Committees.
• Review IP budgets for reasonableness, accuracy, and compliance with IOM and donor regulations.
• Develop benchmark cost references for IP staff and office expenses.
• Collaborate with program teams to verify narrative and budget proposals against market conditions.
• Conduct IP capacity and due‑diligence assessments, maintain an archive of assessment reports, and support partners in strengthening financial systems.

Required profile

• Experience in financial management, budgeting, and donor compliance.
• Familiarity with risk mitigation procedures and capacity assessment processes.
• Ability to work under the supervision of senior resource managers and coordinate with multiple stakeholders.
