International Evaluation Team Leader

About the role

CCRTS is looking for an experienced International Evaluation Team Leader to head the Mid‑Term Evaluation of the Equitable Quality Education programme in Iraq. The role involves overseeing the entire evaluation process, from design to final reporting, while working closely with the Ministry of Education and local partners.

Key responsibilities

• Lead and manage a multidisciplinary evaluation team throughout the mid‑term assessment.
• Design and implement robust evaluation methodologies, including qualitative and quantitative data collection.
• Coordinate field visits across Iraq, ensuring data quality and security compliance.
• Analyse findings using theory‑based and participatory approaches and produce comprehensive evaluation reports.
• Liaise with Ministry of Education officials, donors, and stakeholders to align evaluation objectives with programme goals.
• Ensure adherence to international evaluation standards, including UNEG Norms and Standards.

Required profile

• Master’s degree or higher in Social Sciences, Education, Public Administration, Economics, International Development or a related field.
• Extensive experience in education programme evaluations, especially those strengthening education systems and collaborating with ministries.
• Proven track record as an Evaluation Team Leader for complex, multi‑country evaluations.
• Demonstrated experience conducting evaluations or strategic assessments in the MENA region.
• Strong understanding of child‑rights principles and international development programming.
• Excellent written and spoken English; Arabic knowledge is a plus.
• Willingness and ability to travel throughout Iraq, subject to security conditions.
