Deputy Representative Operations (P-5) – Fixed Term, Baghdad

About the role

UNICEF is seeking a senior professional to serve as Deputy Representative Operations (P‑5) on a fixed‑term basis at its Baghdad Country Office. Reporting directly to the Representative, the incumbent will act as a strategic business partner, overseeing all operational functions and ensuring efficient delivery of UNICEF’s programmes in Iraq.

Key responsibilities

• Lead and coordinate the operations portfolio, including finance, procurement, logistics, human resources and security.
• Chair the Operations Management Team and facilitate inter‑agency collaboration within the UN compound.
• Provide risk‑informed, solution‑focused analysis and advice to senior management.
• Support the implementation of the Country Programme (2025‑2029) by strengthening systems, public finance mechanisms and service delivery at national and sub‑national levels.
• Represent UNICEF in meetings with government, donors and partners on operational matters.

Required profile

• Extensive experience in senior operational management within an international organization or development context.
• Proven ability to work as a strategic partner to senior leadership and to drive change.
• Strong understanding of UN system procedures, public finance and large‑scale programme delivery.
• Excellent communication and negotiation skills with government and multi‑stakeholder environments.
