Consultant – Prevention-Oriented Intelligence-Led Policing & Community Policing Development

About the role

The International Organization for Migration (IOM) is seeking a consultant to provide time‑bound, specialized technical expertise for the implementation of Intelligence‑Led Policing (ILP) capacity‑building activities under the project “Supporting Community Engagement and Policing in Iraq – Phase II”. The role focuses on strengthening accountable, inclusive, and community‑responsive policing in return and border areas.

Key responsibilities

• Deliver expert guidance on prevention‑oriented ILP, intelligence development frameworks, and police analytical systems.
• Develop practical tools, procedures, and risk‑analysis methodologies to support the Community Policing Directorate and Ministry of Interior counterparts.
• Assist in operationalising ILP approaches and integrating community‑engagement strategies across security agencies.
• Provide training and mentorship to build sustainable ILP capacity within Iraqi security institutions.
• Monitor and evaluate the effectiveness of ILP interventions and recommend improvements.

Required profile

• Proven experience in intelligence‑led policing, risk analysis, and police analytics within a security or law‑enforcement context.
• Demonstrated ability to work with international organisations and government ministries on capacity‑building projects.
• Strong analytical and methodological skills to design and implement ILP tools and procedures.
• Excellent communication skills in English; knowledge of Arabic is an asset.
