National Project Officer – Livelihoods Government Coordination

About the role

The International Organization for Migration is seeking a National Project Officer to lead the coordination of livelihoods and private‑sector development activities with government authorities in Iraq. The incumbent will act as the main liaison with the Ministry of Labour and Social Affairs, ensuring that IOM’s livelihood projects are aligned with national policies and deliver tangible benefits to individuals and businesses.

Key responsibilities

• Serve as the focal point for coordination with government bodies on the design, implementation and monitoring of livelihoods programmes.
• Develop and maintain relationships with the Ministry of Labour and Social Affairs and other relevant authorities.
• Support the planning, budgeting and reporting of livelihood and private‑sector development projects.
• Facilitate the delivery of vocational training, grant funding and business development services at the local level.
• Ensure compliance with legal, policy and institutional frameworks governing project activities.
• Prepare briefing notes, project proposals and progress reports for internal and external stakeholders.

Required profile

• Proven experience in livelihoods programmes, private‑sector development or related fields, preferably in post‑conflict or humanitarian settings.
• Demonstrated ability to work closely with government ministries and to navigate complex institutional environments.
• Strong analytical and reporting skills, with a focus on results‑oriented implementation.
• Excellent communication and interpersonal abilities, with fluency in English; knowledge of Arabic is an advantage.
