International Consultant - Migration Education Module Development

About the role

The International Organization for Migration (IOM) is seeking an International Consultant to lead the development and integration of migration education modules within selected Iraqi universities and vocational institutions. Working under the supervision of the Head of Mobility Pathways and Inclusion and the Migration Management National Officer, the consultant will support evidence‑based curriculum design that promotes safe, orderly, and regular migration.

Key responsibilities

• Design and develop structured migration education curriculum modules covering regular migration pathways, labour mobility, migrant rights and obligations, risks of irregular migration, and sustainable reintegration.
• Coordinate with ministries, higher‑education authorities, universities, and vocational training providers to ensure alignment with national migration governance strategies.
• Facilitate capacity‑building workshops and technical assistance for institutional staff and educators.
• Provide technical support for the integration of modules into existing academic programmes and monitor implementation progress.
• Prepare documentation, reports, and recommendations for IOM Iraq and partner stakeholders.

Required profile

• Proven experience in curriculum development or educational programme design, preferably in migration, development, or related fields.
• Demonstrated ability to work with government ministries, academic institutions, and NGOs in a collaborative manner.
• Strong understanding of migration governance, labour mobility, and migrant rights.
• Excellent analytical and communication skills in English; knowledge of Arabic is an advantage.
• Eligibility to work as an international consultant for IOM.
