Director of Programs and Operations – Iraq

About the role

The Director of Programs and Operations – Iraq is a senior national leadership position responsible for day‑to‑day management, coordination and oversight of NEF’s program portfolio across Iraq. Reporting to the Interim Country Director/Chief Operations Officer, the role ensures effective implementation, operational excellence and strong partnership management.

Key responsibilities

• Oversee daily implementation of NEF programs and projects, ensuring timely delivery and compliance with donor and organizational requirements.
• Coordinate between program, finance, procurement, logistics, MEAL and administrative teams to guarantee smooth project execution.
• Monitor progress, identify operational risks and support adaptive management and problem‑solving.
• Maintain and update workplans, targets, reporting timelines and operational priorities.
• Ensure country‑level operational functions comply with NEF policies, donor regulations and Iraqi legal requirements.
• Oversee procurement planning, logistics processes and asset management.
• Collaborate with finance on budget monitoring, expenditure tracking and financial compliance.
• Support risk management, safety, security and duty‑of‑care measures for staff and offices.

Required profile

• Senior national leader with extensive experience in program and operations management in humanitarian or development contexts.
• Proven ability to coordinate multidisciplinary teams and manage complex projects.
• Strong understanding of donor compliance, procurement, logistics and financial monitoring.
• Experience working with local authorities, partners and coordination structures in Iraq.
