About the role
The Deputy Representative Operations will act as the Strategic Business Partner to the UNICEF Representative in Iraq, overseeing all operational functions for the Country Office in Baghdad. This senior P‑5 position is responsible for ensuring efficient, compliant and effective delivery of UNICEF’s programmes across the country.
Key responsibilities
- Lead and coordinate the Operations Management Team, chairing meetings and driving inter‑agency operational collaboration.
- Oversee finance, procurement, human resources, logistics and security functions, ensuring alignment with UN and UNICEF policies.
- Support the development and implementation of the Country Programme, focusing on systems strengthening and public finance for children.
- Manage relationships with the Government of Iraq, donors and partners to secure resources and facilitate service delivery.
- Ensure risk management, compliance and internal controls across all operational areas.
Required profile
- Advanced university degree in a relevant field (e.g., public administration, finance, international development).
- Extensive experience in senior operational management within UN agencies or large international NGOs.
- Proven ability to lead multi‑disciplinary teams and manage complex budgets.
- Strong understanding of UN procurement, finance and HR regulations.
