Consultant – National Mental Health Guideline Development

About the role

The International Organization for Migration (IOM) seeks an experienced consultant to lead the development of a national guideline for the management of clinical, psychiatric, and psychological disorders in adults and children across Iraq. The consultant will work closely with IOM’s Mental Health and Psychosocial Support (MHPSS) unit and the Government of Iraq to produce evidence‑based, culturally appropriate protocols.

Key responsibilities

• Draft a comprehensive national protocol/guideline covering clinical, psychiatric, and psychological care for all age groups.
• Review existing strategic frameworks, training curricula, and evidence‑based research to inform the guideline.
• Coordinate with local health authorities, academic partners, and NGOs to ensure alignment with national health priorities.
• Provide technical input for capacity‑building activities and training modules related to the guideline.
• Deliver a final report and presentation to the IOM Mission Chief and the MHPSS Programme Coordinator.

Required profile

• Advanced degree in public health, psychiatry, psychology, or a related field.
• Proven experience in developing national health guidelines or policies, preferably in mental health.
• Familiarity with post‑conflict health systems and MHPSS interventions.
• Strong analytical, writing, and stakeholder‑engagement skills.
