Emergency Management Health Field Officer

About the role

The Health System Resilience Project (HSRP) Emergency Management Health Field Officer supports the Programme Manager in implementing, coordinating and monitoring activities across Iraq’s health emergency system. The role acts as the operational link between ICRC, Iraqi health authorities, partners and field locations.

Key responsibilities

• Support the Programme Manager in delivering programme activities on time and in line with ICRC procedures.
• Coordinate with ministries, NCC, health directorates, hospitals, EMS and other national institutions to strengthen emergency‑management arrangements.
• Maintain up‑to‑date mapping of NCC, EOCs, hospitals, EDs, EMS and referral pathways.
• Organise and support trainings, workshops, simulations and drills, including participant logistics and documentation.
• Collect, verify and manage programme data, prepare reports, operational updates and budget follow‑up.

Required profile

• At least five years of relevant professional experience, including two years in emergency care systems.
• Proven experience in hospital emergency care, emergency nursing or pre‑hospital EMS and ability to coordinate across the emergency‑care pathway.
• Demonstrated ability to work with ministries, health directorates, hospitals, EMS and other national authorities.

Required skills

• Emergency management planning, SOPs and incident command systems.
• Hospital emergency care and emergency nursing protocols.
• Pre‑hospital EMS operations and dispatch coordination.
• Mapping and data management of health‑emergency infrastructure.
